Catoctin Meadows Architectural Control Committee (ACC)

In accordance with the Declaration CC&R, Article VI, "Architectural Control Committee"  shall be comprised of no less that three (3) or more members.  
Our ACC members are neighbors and friends that volunteer their time to serve our community until they resign where the committee shall appoint a successor.  
The Board may also appoint ACC committee members in accordance with Article IX of the CM Bylaws.

**Article VI Section 3 "Duties" states that "the ACC shall regulate the eternal design, appearance and location of the Property and improvement on the property to such a manner so as to preserve and enhance values and maintain a harmonious relationship among structures and the natural vegetation and topography."  

**This statement is an often overlooked but is vital within the Declaration CC&Rs as it shines a light onto the  difference between permitting by the town or county and the duty of our ACC that must equitably serve to preserve, enhance and maintain the harmonious relationship of structures within the community, which neither the Town or County considers in their permitting process.

Section 3 continues,"the ACC shall review, modify, approve or disapprove members written plan applications for structure improvements or additions to any CMHOA lot within thirty (30) days of receipt  by the ACC or such application shall be deemed approved"
 

To further clarify how to get your application and plans to the ACC, they may be submitted to the ACC in one or more of the following methods, and most important, which ever method is best for you.

  1. in writing (hardcopy by mail to P.O. Box 1164, Purcellville, VA 20134 Attn: ACC) or
  2. electronic form (.pdf) via the “Contact Us:” page or simply
  3. emailed directly to [email protected].

Member Applicants should hear from the ACC or Board confirming that plans were received within 72 hours.

Important, if you do not hear from the AAC in three (3) business days, after submitting your plans, you must reach out to the ACC or Board at  [email protected] or [email protected] to verify your plans were received and remember to please maintain and keep records of your application process.

It is recommended that your plans are approved in writing by the ACC before beginning the project or starting any permitting processes required by the Town of Purcellville and or the County of Loudoun.  
If time is of the essence and you feel the need to do both in parallel be sure to work closely with the ACC during that process.

Section 3 finishes by stating that, "the ACC shall adopt architectural standards as necessary, adopt procedures for the exercise of its duties, and maintain complete and accurate records of all actions taken by the committee."

Article VI, Section 4, Enforcement "The ACC shall have the right to enforce, by proceeding at law or in equity, all covenants, standards, controls and restrictions as adopted by said Committee or imposed by the Declaration.
Failure by the Committee to enforce any such covenant, stand, control or restriction shall not constitute a waiver of the right of the Committee to enforce such covenant, standard, control or restriction in the future."
